John Pizzuro

John Pizzuro is the Head of Law Enforcement & Safety Policy at Snap Inc., where he leads strategic engagement with law enforcement, policymakers, and safety stakeholders to strengthen trust, advance effective public-safety policy, and protect users from online harms, including child exploitation and trafficking. His work focuses on integrating investigative realities into platform policy, advancing bipartisan legislative solutions, and building durable partnerships that improve safety outcomes.
A recognized subject matter expert, John has testified before both the U.S. Senate and U.S. Congress, and was routinely consulted on cyber-enabled child exploitation, human trafficking, and the intersection of technology, artificial intelligence, and online safety.
Prior to joining Snap, John spent 25 years with the New Jersey State Police, where he conducted, managed, and led investigations involving terrorism, organized crime, narcotics, human trafficking, child exploitation, and corruption. He served his final six years as the Internet Crimes Against Children (ICAC) Commander, overseeing complex investigations into online crimes against children and shaping law-enforcement approaches to emerging digital threats.
Charles DeBarber

Charles DeBarber is a cyber intelligence and digital forensics specialist with more than two decades of experience in intelligence operations, threat analysis, and victim-centered investigations involving online exploitation. He brings deep expertise in signals intelligence, cyber threat analysis, and the identification and disruption of illicit online networks.
Charles previously served as a Signals Intelligence Analyst in the United States Army, including a deployment during Operation Iraqi Freedom. His military service included intelligence collection and analysis in complex operational environments, and he received multiple commendations for his work. He holds a master's degree in Intelligence Operations and is a graduate of the Defense Language Institute, where he studied Modern Standard Arabic.
Since leaving military service, Charles has worked as a certified ethical hacker, cyber intelligence analyst, and digital forensics investigator. For nearly a decade, he has focused on supporting survivors of non-consensual sexual abuse material and related forms of digital exploitation, contributing technical expertise to civil litigation, regulatory inquiries, and international investigations.
His work has included expert testimony in landmark trafficking cases and engagement with legislative bodies on the failures of online platforms to prevent the spread of unlawful content.
Noah Stein
Advisor
Noah Stein has over two decades of experience in litigation, government, and management, with expertise in tech and tech regulation.
Noah spent seven years in the New York State Attorney General's Bureau of Internet & Technology, where he became the office's point person on NCII and tech abuse, including policymaking, investigations and enforcement, public outreach, and coalition building. In that role, Noah helped the legislature craft New York State's first law criminalizing unlawful dissemination of NCII, and he led investigations into stalkerware companies that let abusers spy on intimate partners.
Noah has also worked at the FCC, overseeing a $14 billion program helping low-income Americans afford high-speed internet access, and at the law firm Patterson Belknap Webb & Tyler, representing corporate clients in high-stakes litigation. Noah started his career in management consulting, at McKinsey & Co. Noah holds a J.D. from Fordham Law School and clerked at the U.S. District Court for the Eastern District of New York.
